JOB OVERVIEW

We have a fantastic new job opportunity for a Chief Accountant with a CCAB qualification or equivalent and the ability to collate and analyse information, think creatively and achieve practical solutions to day-to-day problems.

Working as a Chief Accountant you will need previous local authority accounting experience and the ability to manage the Council’s Accountancy team in providing customer responsive and cost-effective financial management service to stakeholders.

As a Chief Accountant you will have the ability to lead the preparation of the Council’s annual revenue budget and its medium-term financial plan and have extensive experience of budget monitoring for a range of complex services.

As a Chief Accountant you will play a key role in the management of the closedown process and preparation of the annual accounts which includes liaising with the external auditors. You will also need to have a working knowledge of professional codes of practice covering local authority finance and accounting.

 

DUTIES

  • Manage the work and staff of the Accountancy Business Unit
  • Overall responsibility for ensuring that all reports considered by Management Team, Cabinet, (and other meetings of the Council) are considered with appropriate financial implications
  • Overall responsibility for ensuring all grant claims, returns and questionnaires are completed in a timely manner and in accordance with the latest recognised accounting practice
  • Responsible for ensuring reconciliations (bank, costing, journals etc.) required for internal control and professional best practice purposes are regularly reviewed
  • Assist the Council’s external auditors by providing information required to support the audit of the annual accounts
  • Overall responsibility for the management of and the production of the annual General Fund Revenue Budget in conjunction with the Financial Services Manager and Executive Director – Resources
  • Overall responsibility for the day-to day monitoring of the Council’s General Fund Revenue Budget
  • Provide high level budgetary control information on behalf of the Executive Director
  • Responsible for the further development of the Medium-Term Financial Plan to ensure it meets the requirements of CIPFA’s Financial Management Code, in respect of testing financial resilience and financial sustainability
  • Oversee the preparation of periodic budget monitoring reports
  • Overall responsibility for the production of salaries estimates for all services
  • Overall responsibility for providing all management accounting
  • Key responsibility for the management of the closedown process and for the preparation of the final accounts and accounting statements in conjunction with the Financial Services Manager and Principal Accountant
  • Overall responsibility for ensuring all accounting statements are prepared in accordance with the relevant accounting requirements set out in the Accounting Code of Practice
